Poland Positioned to Become Europe’s Next AI Infrastructure Hub

Poland is set to become one of the biggest beneficiaries of the European Union’s ambitious plans to expand AI and cloud infrastructure across the continent.

Under the proposed Cloud and AI Development Act (CADA) and the EU Strategic Roadmap, Poland has been identified as a strategic location for future data centre investments. At the same time, the country is increasingly being discussed as a potential destination for the next generation of AI infrastructure, including large-scale AI gigafactories.

Europe Expands Its Data Centre Footprint

The European Union aims to triple its computing capacity by 2035 as demand for AI and cloud services continues to surge. According to Poland’s Deputy Minister for Digital Affairs, Dariusz Standerski, the EU could eventually build seven to eight AI gigafactories (up from the original target of five facilities).

Each gigafactory is expected to be equipped with more than 100,000 AI chips, providing the massive computing power required to train next-generation AI models. The first wave of projects could begin construction as early as 2028, with a second phase planned for 2030.

The scale of the opportunity is significant. According to McKinsey estimates, Europe’s data centre power demand could grow from approximately 10 GW today to around 35 GW by 2030, driven largely by AI adoption and cloud expansion. Europe’s data centre electricity consumption is expected to nearly triple over the same period.

New EU Rules Aim to Fast-Track Data Centre Projects

A key part of the EU strategy is the creation of Data Centre Acceleration Zones, which will streamline permitting procedures and improve access to energy infrastructure.

Under the proposed framework, approvals for strategic projects could be issued within 12 months, significantly reducing bureaucracy and accelerating investment timelines. Projects recognised as Strategic Data Centre Projects would also gain access to EU funding and state aid programmes.

For investors, this could make Poland one of the most attractive locations in Europe for AI, cloud and digital infrastructure projects over the next decade.

Why Poland for Data Centres?

For some time now, Europe’s data centre market has been dominated by the FLAP-D region—Frankfurt, London, Amsterdam, Paris and Dublin. However, power shortages, land constraints, and growing demand are forcing investors to look for new locations. Europe is expected to add record levels of new data centre capacity in the coming years, creating opportunities for emerging markets.

And Poland offers several advantages:

  • A strategic location between Western and Eastern Europe
  • Growing energy infrastructure investments
  • Competitive operating costs
  • Strong connectivity and telecommunications networks
  • One of the largest engineering and IT talent pools in Europe

The country is already the largest data centre market in Central and Eastern Europe. Industry forecasts suggest Poland’s total data centre capacity could reach approximately 500 MW by 2030, more than doubling current levels.

According to Piotr Kowalski, Managing Director of the Polish Data Center Association (PLDCA) the EU’s recognition could significantly strengthen Poland’s position:

“An official designation for Poland of this magnitude in EU documents is a strong signal for our market. It confirms that our country has unique geopolitical and economic conditions for building a regional base for artificial intelligence systems.”

The Engineering Advantage of Poland

Beyond infrastructure, Poland’s greatest strength may be its talent.

The country is home to more than 500,000 software developers and technology professionals, making it one of the largest tech talent markets in Europe. Polish engineers have built a strong international reputation in software development, cloud computing, cybersecurity, and increasingly in artificial intelligence.

As AI infrastructure investments accelerate, demand is expected to rise not only for data centres but also for electrical engineers, power systems specialists, mechanical engineers, construction professionals, cloud architects and AI experts. The development of gigafactories and hyperscale data centres could create thousands of highly skilled jobs while strengthening Poland’s position as a regional technology powerhouse.

A Defining Moment for Poland’s Tech Sector

The combination of EU support, growing energy investments, expanding digital infrastructure, and a highly skilled workforce creates a unique opportunity for Poland.

If even a portion of the planned AI gigafactory investments land in the country, Poland could move beyond being Central Europe’s largest data centre market and become one of Europe’s most important hubs for AI development, cloud computing and advanced digital engineering.

For international technology companies looking at Europe’s next growth market, Poland is increasingly becoming impossible to ignore.
